2022 ZNY-1000 Update

Good morning!

An update to the ZNY General Policy (ZNY-1000), revision D, has been released this morning. This update is mostly a minor update, merging in older MBIs such as the usage of the expected ATC coverage feature, and regulations around solo certifications.

We've also clarified the usage of “Liberty Departure”, allowing an NY_APP controller that is certified for the position, to cover it, given that all departure positions are covered either by the controller themselves, or by other controllers.
